Making an image smaller almost never costs visible quality, because you're throwing away pixels the screen wasn't showing anyway. Making it larger does, since the extra pixels have to be invented. Stay at or below the original dimensions, and choose PNG rather than JPG when the picture has text, screenshots or sharp lines in it.

Switch to the File size tab. That keeps the dimensions exactly as they are and compresses the picture instead, with three levels to choose from. Normal takes off about 20 percent, Medium about half, and Extreme up to 80 percent for the times an upload form refuses anything larger.

Use the Pixels tab and type the width and height you want, or tap one of the presets. The aspect ratio is always kept, so if your numbers don't match the original shape the picture is fitted inside them rather than stretched or cropped. The result tells you the exact dimensions you ended up with.

This tool handles one image at a time so you can set the dimensions precisely for each. For a batch where every picture needs the same treatment, resize the first one to work out the right numbers, then repeat with the rest — nothing is uploaded and there's no daily limit, so it goes quickly.

The US State Department asks for a 2 by 2 inch photo, which is 600 by 600 pixels at 300 DPI. Use the US Passport preset on the Pixels tab and it sets that for you. Check the current official requirements before you submit, since the rules on background and head position matter as much as the size.

You don't need one. Open this page in Safari, tap the upload area and choose Photo Library or Take Photo. It resizes on the device and saves straight back to your Files or Photos, with nothing to install and no account to create.

No. The resizing runs entirely in your browser, so your picture stays on your device the whole time. You can check this yourself: load the page, turn on Airplane Mode, and it still works. There's no file on our end to store, scan or accidentally expose.
